You will need the ftp username and password to access the site for uploading and editing. A good HTML editor can make the editing and uploading process easy for you. If you are new to this then I recommend a WYSIWYG(What You See Is What You Get) editor. Some WYSIWYG HTML editors are Adobe Dreamweaver (not free) and NVU, pronounced N-view (free) and Amaya W3C's Editor/Browser (free). They let you create and edit webpages visually. Hope it helps :)

For the uploading you'll need a piece of software called an ftp client. You'll need to get a username and password from the company that is hosting your web site. Many web hosts also allow you to upload from within a web browser, but that's usually less efficient than using an FTP client. Some web design software also includes FTP upload as part of the package.
For the editing, you'll need to train or hire someone in HTML and web design software like Dreamweaver or FrontPage. I don't know how much your being charged for the outsourcing, but in general hiring an outside company should be cheaper than hiring someone to do it for you in house. If there's someone on staff who's willing to learn HTML and you can do it without hiring another employee, that's fine, but otherwise you might look for another company to outsource to with better rates.

Knowledge of HTML is a must. What ! you don't know? No problem. Use Front page or even MSWord and save the file as web page. Starters should better go for free-space providers on the web. They generally come with all the tools that are required to create a website.(plus free tutors to create and upload the site). So far for static website that give and share information ie. one way traffic.
For more jazzy sites you'll have to go for java.
For doing on-line bussiness you'll must get an indepth knowledge of e-commerce.
Nothing is too hard. Just try it.

You should talk to the company that currently hosts your website and maintains it.
They can either give you the pages/images that make up your site so you can then host it on your own host OR they could set up an online administration system for you to use to update the site by yourself.
