office jobs, meter readers, dispatchers could easily be outsourced. All you'd have to do to figure some of it would would be to look at the job definitions for every single person on a police force in a large city. Who knows are making way over average salaries because they work for the "police". It definitely needs to be investigated.
I may be wrong about dispatchers, also, but it's just a for instance in starting an investigation. I doubt that a dispatcher really needs to know how to use a gun and have graduated from a police academy, but maybe that is a stepping stone to a higher job.

Well small accidents &incidents can be taken care by a outsourced company, this is happening in Dubai lets see if it works or not.
