Hi there.
There isn't a central listing for postgraduate courses in the UK, so where at degree level, you can just look at the UCAS website, you can't for Doctorates. Having said that, ucas.com does have a course-search facility. You could use that to give you a list of all the universities in the UK that have an education degree. From there, I would go and look at places such as the Research Assessment Exercise (an independent government assessment of the quality of research in UK Universities) - this will give you the best indication of which universities are considered the most advanced in terms of research - essential for a research degree.
I work for Cardiff University - we do have a well-respected education department within our School of Social Sciences (here comes the big sell) and you can find out more about it at www.cardiff.ac.uk .
Seriously, though, the most important things you need to do are:
1 - find the place where the existing research specialisms match your interests most closely, and
2 - visit in person and see if you actually like the place.

I, too, did a PGCE.
Your question is not quite clear. Do you want to follow a post-graduate course which will qualify you to teach a subject?

Some universities specialise in PGCEs in particular subjects. As for which is the best, you'd have to find recent students, I guess.

I went to the UEA in Norwich to do my PGCE and that's supposed to be the best place for that- whether that translates to a Ph.D. I don't know, but it must be worth looking in to.
