They constructed it like this because on each of the leaves they build houses, and nearly every house was beach front. If you made a circle than only the outsides would be beachfront which would be worth less as people like the view

TO ATTRACT TOURISTs as dubai has nothing except oil so the country has to do something maintain its income throughtout...smart people....when no OIL = places in dubai will generate income for them.............
