Cars have them installed to give extra support to the parking brake. If you park on an incline or something moving, like a ferry, then it's a pretty good idea to use your hand brake. Some people use it out of habit, I don't use it at all. Unless I'm parked on a hill which is never.

It was intended as a brake for parking on hills - It causes the rear brakes to expand and squeeze the rear brake drum thereby constantly holding the brakes even when you are not in the car to hold the brakes - can also be used for fun spins (not recommended)

Its the secondary brake to the vehicle. If your brake (pedals) fail, you have your handbrake to fall on. If that fails, then engine brake is the next.
