I am taking the payroll off of our Human Resource Manager and we do not agree as to what is considered payroll and what is Human Resource. She is reluctant to let it go, so I need to show the owner the difference between the departments.

Although they seem to do the same jobs, they are very different. It's not very uncommon for companies to combine to two into one department to cut 1 or 2 jobs, but it is deffinatley more efficient to have them seperate. Payroll usually runs the checks, or handles direct deposit, makes sure all deductions are made properly, tends to taxes, they spend little time dealing with the employees or employee relations, they are what their title is Payroll. Human resources is very very broad. They deal with benefits(heath, dental, vision, ect), vaction, sick, bonus programs, if the company is a union shop they play a part in contract negotiations, they usually play a big role in safety, and tons more that i can't think of right now. This is a reason also that companies keep two seperate departments, because human resources has so much they deal with. Personally i think there should be seperate departments like this is the whole point of organized managment. It helps keep things in check with each other. If it was pointless to have multiple departments then there would only be one.

Okay. Good question. Some companies combine and multi-task depending on available employees. Payroll is NOT the task of HR because that's an accounting department's problem. HR is only there to approve it. HR is also there to assist the employees and support them, settle internal problems between employer and employees. Maybe your HR is reluctant to let go of it for some other reason other than job descriptions, even thought of having her audited?

Human resources look after recruitment with respect to man power needs of the organization. Payroll does the establishment administration linked with accounts for payments like salary to the employed persons.
