She is scared untill, she feels the plastic bag, we walk the block walk every day, to exercize pen, and if any thing is differrent, she will snort at it

Remain calm and in control. If you can't, give her to someone who can. Whether she is playing up or genuinely scared, you are still her leader and it's up to you to remain consistent. May I suggest some natural horsemanship? It really helps to build a strong relationship with your horse so she will trust you in any situation.

It's basically a case of desensitisation. Keep changing the surroundings, and she will learn that changes are ok (as long as you are consistently calm and in control). She will work out that her behaviour does not yeild any result and will stop. Whatever you do, don't stop until you have the response you are looking for. Don't get her worked up and spooked, and then finish the session. This will be her reward, she will learn that you want her to get worked up and spooked and you will reinforce it by releasing the pressure and letting her go.

Always finish on a good note, be prepared to take a long time. As soon as you see the result you are looking for- stop asking her or you will confuse her- and praise.

Never loose your self control- she will try and draw confidence from you, and if you prove by your actions that you are not her leader, she will rely on her insticts alone, and we all know that means flight or fight.

This answer is also valid for your previous question regarding cars. Desensitisation is the key. Don't punish bad behaviour, but don't praise it either. Wait for her to show you the response you want and show her that that's what you want (rubs are great for this).

you just need to work with her, take your time and let her know its ok, let her sniff whatever it is, reassure her, and make her keep going. she needs to get used to stuff, wen you work her put a plastic tarp downd, or anything she might be afraid of. you can even put stuff in her stall, like an empty water jug with pebbles in it(so it rattles), or hang some cans up in there. wen you groom her put a plastic bag on your hand and gently rub her with it. the more she is exposed to things the better she will get. but you have to be persistant.

hah i used to have a horse that snorted at EVERYTHING lol he wasn't afraid of it but if you didn't let him sniff it he would throw a fit. some horses are just like ocd and some just do it to do it. my horse was afraid of anything yellow so i went out and got everything in yellow, blankets, brushes, whatever i could find. most likely she's just doing to do it. she'll grow out of it.
