when i try to turn my computer on while my modem (external) is on at the same time my computer will turn on but theres nothing on the screen and i dont hear the windows xp chime BUT if i have my modem off and turn my computer THEN turn the modem on ,it works just fine . WHATS GOING ON ?!?!

Huh? That's unusual. Are they both plugged into the same surge protector? If so, try separating where they are plugged in. I've never heard of that one before. However, my cable modem does strange things some times too. Like, if I do have a power surge, all the modem lights go off and my computer reboots. (they're both on a surge protector) Try to figure that one out!
