go to hardware store and get some goof off it takes most paints out let it soak for an hour b4 washing separately from other clothes and use a good detergent like tide or somthing

if the paint is water based the best is to put the dress in boiling water with some detergents . caution it will weaken the fabric

No.... how about some diesels or gasolines? Try hydroxide alcohol too if you can.
