I guess it would depend on what type of military coat you are looking for but you can check your local military surplus or supple store. They carry tons of refurbished military uniforms, bags, coats, boots and just about everything else.
Check your Yellow Pages under military supply or surplus.
If you are looking for a fashionable military jacket, just about ever major store (Kohl's, Target, Sears) sell a version of this style!

Try a thrift shop...i would recommend Ebay,but you said no internet sites. But you would definetely find one there and for a cheap price!!

Try joining the army =P you could probally buy or rent it at one of those shops that rent out halloween coustumes.
