It all depends on which country you are living in at the moment, & whether you want to go on business or tourist purposes.
For example: If you lived in the UK, & were of Chilean nationality & wanted to go to India on business that yes you would need a visa & below are the requirement

Valid Passport - 6 Months Upon Exit

2 Clear Pages In The Passport

2 Passport Size Photographs of Traveller

Completed Application Form in BLOCK CAPITALS and BLACK INK

Original UK Business Letter

Copy of Invitation Letter from the Country of Destination

Utility Bill Which is More Than 12 Months Old OR Indefinite Leave to Remain in UK - If These are NOT AVAILABLE You Need to Complete the Non Resident Application Form and Allow an EXTRA 5-7 Working Days For Processing (view form)

go to the Indian consulate in your country. Appply for it u will get it easily not unlike Americans where they will reject the applications for genuine candidates and give visa to those u give false information.
