I was downloaded free games from some websites. I want to distribute those free games for all for free. is this legal to distribute those games for free to all.

No, it is not legal unless the software maker specifically says you can redistribute their product for free. The FBI has actually been busting people for such pirating activities.

Sometimes YES sometimes NO.

Most of the time when you are downloading a free game you have to agree to a License Agreement. Sometimes that Agreement comes up when you install the game. In both cases read the license carefully. There you can find whether you can re-distribute the game or not. If they allow you to re-distribute, you can do that.Otherwise it's illegal.

It's illegal to sell games which were downloaded for free. In other words you can't sell free games.

Most of the contents you download contain the type of licence information either embedded inside the readme file or in a separate license file.

Read that carefully whether they allow you to distribute it or not.
