the above two answers are good... emphasize the basics, re-evaluate current teachers, and get parents involved...
In emphasizing the basics, the kids need stronger skills to conceptualize and problem solve.
Teachers and administration should have to pass an annual analytical test in their field of specialty every 2 years (ie teachers only need to simply completing 30 hours of prof development in Texas).
I think rotation of administration would make a difference... ie principals should not be at a single school for more than 5-6 years.
A little wishy... every kid should have a mentor outside of their family.

Home schooling in my opinion is the best way for a good education. Ive tutored home schooled kids and they are way more mature than kids that are in the system. I think they should abolish the system and do it all on computers also.

First of all...we need a better administration...one who actually cares about education. secondly, we need to focus mainly on basic knowledege i.e. basic math, english, comprehension, spelling, grammar, science, typing, and history, and overall life skills in grades k-8. (in my state, 7th graders are expected to learn algebra and physics!) This is where i think we have gotten lost. I know 25 year olds who cannot multiply, but they can name off all of the geometric equations...and cannot spell, but they sure do know who discovered californium. I think that the "hard stuff" should be taught in High School. Not in secondary school. The "real world" does not expect you to know anatomy, unless you chose a career in that path. It does, however, require you to know basic math, english...etc, etc. And lastly, we need to completely re-evaluate the teachers. My mom is one, and i know that they do not ( and i assure you that she is) require them to be exactly up to par...especially in more rual communtities.
These are my views, i hope you gain insight from them. :)

parents & their expectations play a very big role in the quality of the child's education. convince parents to get involved. it makes a big difference.
you can lead a child to the study hall but you can't actually make them study.
