No but if u pay the service provider to reactivate ur account, it is possible to recover. Do not pay him unless he assures u about it.

I had Netzero internet and I can still retrieve my emails from that acct. I just go to netzero.com and punch in my old passwords and stuff and it comes right up. Try that and good luck!

Not unless it's a webmail account which your previous ISP (assuming it was an account from them) might allow you to keep.
