May be you mean it is greed of people that starves the needy. Partially true - the other part is what the needy has really done to meet his needs and first of all, has he discarded his own greed or not ?
Indeed needs are to be met and greed to be parted with. For the simple reason that greed can not be met, no sooner we do anything effectively to meet it, it gives birth to another greed hungry to be fed and this goes on endlessly. Greed can not be met, it can either be killed or allowed to profligate and torture us endlessly.
The world or nature, however, knows how to take care of needs as well as greed. Given time enough, the needy gets satiated and the greedy ever dissatisfied.

There is enough in the world for everyone's needs but not for greeds.
Work enough to meet your needs, and if required one can fight to fulfill the needs.
Just understand why you should have greed. The fulfillment of one's greed does effect the unfulfillment of somebody else's needs. Hence don't have greeds.
You asked the question may be because you don't know, or you want to know the openion of others for confirmation.

Yes, the clue is in the last part... "why do I ask this kind of question " !
The 'need' is not at all about putting a limit on what can be 'given' to or 'had' by a person !
The GREED is just that a person has no use of what he seeks to have 'exclusive' control upon!
Once we understand ourselves truly, we not only understand as to why we ask this kind of question, but more importantly, we REALISE that our NEEDS can get fulfilled by itself !
Some hints...

A small incident from some NOT TO BE BELIEVED mythology.. just the concept , if it appeals to LOGICAL MIND, can be just considered for further examination... yes , we can be so stringent !
A wandering medicant youth, with a begging bowl , earthen bowl , looks at a young girl (having never seen one before), asks details of why she looks differently from himself... The bewildered girl calmly explains.... going into details of 9 months of pregnancy, milk feeding etc, related to a female... Instantly, this youth smashes his earthen begging bowl on a nearby rock. Even more baffled at this, the girl seeks an explanation to this sporadic action.. The youth calmly replies, " I thought I would have to seek my food, for which this begging bowl was used... Now I know, if Mother nature took care of me for 9 months, and even during the babyhood, when I was so helpless, it will not forsake me ever.... My food will happen by itself " !!!!!
That was the story of his TRUST in nature about meeting his NEEDS !

actually, the "NEED" is but the fulfillment of one. "Greed" is a trait of respite, no one wants to realize it's being but it's very presence must be alive for the world to know of limitation. how one satisfies his pleasure is his ability to realize between greed and need. how one refines his need by greed and vice versa... we are all greedy but certain degrees of need limits our sense and compels us to contentment. thus.... greed is controlled, in a certain point of view. and need is satisfyingly shown and digested.
how would you meet your need? find out what your pleasures are, your level of contentment, your degree of fulfillment. the state of satisfaction would let you know.
to meet your greed? to control it rather then to operate on it...
why do you ask this question? why must i respond to your query when it obviously shows the greed for additional knowledge of one who wants to feed his need....
