It is never made 100% clear in the script who Toby's genetic father is.
I susspect it's a combination of the two previous answers.
I mean, it's pretty clear she's ambivalent about him, and wants to distance the relationship, so might emphasize the "step" over "half" aspect of things.

Considering her father is now married to her step-mother and that is their child...it makes Toby Sarah's step-brother.

I LOVE that movie! I had thought that being a 'step' anything meant that said person came from the 'new' parent's previous relationship.
