I think Bangla Desh should look after the multitude of poor that they have instead of sending them across the border to be fed or to create terror, and Sri Lanka has far more immediate concerns such as the LTTE to reckon with than to waste time, money and resources on nukes.

Bangladesh and Srilanka both have literacy rates exceeding 50% and they are rapidly improving economies in the region. Their emphasis is on the establishment of a welfare state for their people. Though Bangladesh has border conflicts with a larger power, India, but there is no war mania as was present in Pakistan. India in 1971 actively helped in the division of Pakistan and sided with the East Pakistan to become an independent nation. Those ties have stayed. Moreover as opposed to Pakistan the supremacy of civil society and parliamentary form of government will not let the government come under control of army and war time expenditure will be limited in future. With solid and clear objectives in sight Bangladesh will not develop nuclear weapons.
Srilanka has its problems with separatist movement of Tamil tigers but its magnitude doesn't warrant developing a nuke. Both countries therefore might go in the field of nuclear energy in near future but they have no valid reason to develop a nuclear arsenal at the cost of their population and democratic processes.

Indian and China itelligence system is active in south east asia and will not allow them to spread nukes race. Also these countries should stress on improving quality of life and standard of living.
Be lover of peace rather than motivating instability here in Asia.

Bangladesh and Sri Lanka should give priority to feed their people instead of joining the nuclear arms race just like North Korea and Pakistan.

Sri Lanka has other problems like LTTE to invest time in nukes.

But Banglasdesh certainly have technology -- coutsey Pakistan. But right now they probably do not have money to make a bomb. But who knows Laden may come to their rescue!
