Use a boot disk to boot your computer. Your boot disk should have a working Fdisk.com program. Run the program then select (3) - Delete partitions. Delete your extended DOS partition. There will be some warnings but continue on. After deleting, you will be brought back to the main menu. Create an active partition. You will not be able to use the hard disk without an active partition. This is why you got the error message. After creating the active partition, format the hard disk.

first of all, you need to run your system from startup disk (e.g. dos -- you cannot use the system in your harddisk, it is like to order your system to do suicide!)

run fdisk and delete all of the harddisk's partition
then create a new partition for your drive

OR

change the jumper of your harddrive to slave position
then attach to the other pc (assuming using winXP)
goto control panel -- administrative tools -- computer management -- disk management

you can delete and make new partition for your (slave) drive from there (it is easier)
