Most terrorism is conducted by the secret services, primarily CIA/MI6/Mossad/ISI, who between them are responsible for 9/11, 7/7, Madrid train bombing, Bali bombing, Mumbai train bombing, Lockerbie air disaster, and loads more.
The way to eradicate terrororism would therefore be to dispose of the secret services.

I do not believe terrorism can ever be completely eradicated....violence is too much a part of human nature....always has been and always will be.

You would have to take all humanity out of our species... but would it be worth it?
That you can make a perfect world is fantasy. You must however remain ever vigilant and be prepared to do what is necessary to defend against those opposed to your way of life... and yes, force must always remain a viable but reserved option.

eliminate all art, independant thought, and personal choices

By seeing to it that you have friends of all races and religions and you do not judge them. That you and your friends get the best educations you can so that you are not ignorant.
Ignorance breeds racism(and powerlessness) and racism and powerlesseness breed terrorists.
