land surveyors use angles and distances to figure elevations before GPS. This was very accurate but time consuming. Probably more accurate, in some cases, than GPS

Before GPS and satelittes and all those gizmos, simple altimeters were used, nowhere near as accurate, but they give a rough estimate through air pressure and stuff, cos its different at higher altitudes

These days by satellite and GPS receivers on top of their summits.
