Gosh, this is REALLY hard, because Bush takes up slot 1, 2, 3, and 4, for being the biggest idiot, with the largest amount of BLIND followers, that our modern society has ever known.
Did you mean number 5? That would be GW BUSH, the conservative that initially blocked stem cell research, something that could save both my life and your life someday.
I want to live, they want to shorten my life in exchange for VOTES. Pretty disgusting, huh?

Bush will probably go down as one of the worst presidents of our time but then every president before him has not been good.
They are all just an extension of the American people.
Ted Turner said it real well " American could be the stupidest people on the planet" sad but true we are and we are getting stupider.

George W. Bush's record of cruelty, stupidity, cold heartendness and ineptness allows him to claim spots one AND TWo for the worst president of the USA. D+Third is NIXON, although some would argue Herbert Hoover or Millard Filmore. Some would also argue Andrew Johnson.

Herbert Hoover - He was the one that brought on the Great Depression of 1929.
By the way, he too, was a Republican.
While America was starving to death he came out and campaigned that if he was re-elected he would see to it that there was a chicken in every pot and two cars in every driveway.
By that time, America was wise to his lies, and elected the Great FDR
In 1927 there was a flood in the states of the middle section of the United States, and Woodrow Wilson (another Republican), when asked for help turned a deaf ear to those who were effected by the great flood. (Sound familiar?)
But he did send an unknown Herbert Hoover into Louisiana as a goodwill gesture and PR stunt. Hoover wowed the poor flood victims, but did nothing to help them.

If you are asking historically, James Buchannan was the worst. He did absolutely nothing to stop the Civil War from happening.
