For instance if I asked "ona 1-10 scale how attractive are you?" Now we all know about how hot we are, but instead I get answers like "we're all beautiful on the inside" and "who's to judge real attractiveness" are we all so self depricating that we can't just say "I'm an 8 or a 2 or whatever"

Here are a couple of options:

A) They are very Godly people and want to focus on what they think is the most important element of a person

B) They are afraid if they say their a 10 people will be "yea right" or someone might request they prove it

C) Their ugly and are offended by your question

Your followup explanation does not go along with the question. I was prepared to answer the first question thus: From my own point of view and based on my own experience, people are reluctant to give straight (honest, brief) answers to simple questions because they fear censure and possibly ostracism.

To somewhat match your question to its followup: A person might be reluctant to rate his or her own attractiveness on a scale of one to ten when asked to do so by a TOTAL STRANGER (that's you), fearing that if the answer was too high (i.e., "I'm definitely a 9.5") they would seem ridiculously vain, and if too low ("Um.... 2. Why do you ask?") they would get ridiculed, or seem inordinately modest.

Society has taught us that thinking highly of ourselves is alienating, and we tend to not want to do it. This is a ridiculous presumption, as thinking highly of oneself should be encouraged. EVERYONE is quick to put down someone who they think is "cocky" or arrogant. But being cocky or arrogant is not the same as feeling superior. The first two involve thinking highly of oneself, while the other is thinking you're better than everyone else. The latter should be condemned, and the first two should be encouraged.
