Rush Limbaugh coined it, and like all his phrases, it has a distinct and accurate meaning. It refers to the hit jobs that the media do when they see a potential news story. They drive by, pepper the crowd with their ammo, and drive off, leaving their mess to be cleaned up by others and accepting absolutely no responsibility for the reverberations of their careless actions, claiming "We're just reporting it! We're not part of the story! Don't criticize anything we do!"

I believe the point of the expression is that Limbaugh feels that the mainstream media never actually investigate anything. They run with sound bites from their favorite sources, repeating whatever they're told by their current friends.
Note: I'm just explaining, not arguing for or against the idea.

Drive by media are news papers and tv news personalities that report half truths and lies in hopes of destroying a person or group. Kind of like what they are doing to Bush and his administration.
