do you think the us goverment's decision to pay reparations and to apologize to American japanese the right thing to do?

Yes.
In the case of Japanese confinemet I believe that it was correct to pay out reparations. When these people were sent into confinement their property, their investments, their bank accounts, their real estate, and anything else of value was confiscated. Some people recieved some of their property back, but most did not. The Japanese people victimized in this atrocity deserve to be compensated for the property stolen from them.
The confinement was immoral, and should never have happened, but the theft of property was criminal, and repartations for that will restore some of what was taken.
As for the apology, my mom always said if you were wrong once, you'll be wrong twice if you don't apologize.

Of course it is. Just as it would be for any other Americans treated so badly.
