I sell the stuff so...
24lb 98bright is the most desirable but 20lb 88-92bright the most popular because its the standard and economical.
As far as brand, Hammermill (Xerox, HP, etc arent in the paper business and sell overpriced moderate quality).

I'm assuming you're talking about paper for a printer or something. There really isn't a best brand. Most major brands and even stores brand (i.e. staples) are pretty much the same. There are different types depending on what you're doing with it, which is generally printed on the packaging. You do also want to look at the brightness of the paper. Paper comes in different brightnesses which will also be printed on the packaging. The whiter the paper looks the more professional it tends to look.
