In CANADA, they are two distinctly different games. If you're asking about preferences, the two are more or less equal now.
Soccer is an international sport played with a round ball and no body armour on the players, as it is mostly running.
Soccer is becoming more popular in Canada as international soccer matches become more prominent.
FOOTBALL is a completly different contact sport, a game played with a pointed-oval ball, helmets, and lots of body contact armour. The winning of the Grey Cup is the top prize in Football in Canada.
"Rugby" and 'football' in England are not the same thing as 'soccer' either.
