NO you should go as fast as you can?!?!?!?!?!!?

That's a good question. Where I live I believe in my own opinion it's safe to go (at most) 7 miles over the speed limit, and (at least) 9 miles under the speed limit. For inclement weather like fog, rain, or especially snow, I usually drop down at least 10 mph slower than I normally would. For extreme weather like extremely low visibility in a heavy snow storm, or frozen ice on the road, or anything else that might fall into that category, you just go as slow as you have to.

Yes. At least as close to it as the flow of traffic allows. If you ARE the flow of traffic, then you should not go higher than 4 miles above the speed limit. If you want to go faster, follow behind someone who is already speeding behind them about a quarter of a mile. The only other thing I would comment is that the closer you are to your most efficient speed (usually about 55 in most American vehicles but consult your owners guide) the better your gas mileage would be and the less you have to spend on gas. Not to mention how much easier it is to stay out of accidents when you give yourself plenty of room with people in front of you.

I try to drive no more than 70 mph even when the posted limit is only 55, but I'm not always successful. My question to you is how do I drive the speed limit?

Well now lets see. Are you drinking and driving or drugging and driving? Hauling ilegal aliens or other conterban items? Then probably yes...

If not Usually on the Interstates you should be able to get by with 5-10 mile over and same with the smaller road but watch the little towns around...

A couple friends are state troopers, one in NJ & one in IL. Both tell me that they won't pull over anybody on an interstate unless they are going over 10 mph over the speed limit. That goes down to 5 mph in a residential area.

Drive the flow of traffic. That is they safest speed you can drive. If everyone is doing 90...and you do 55...you are the unsafe one. Even though your are doing the speed limit, you are not maintianing the flow of traffic and creating people to go around you which inturn increases chance for accidents.

People will run you off the road if you not go with the flow and the cops write you a ticket for reckless driving.
