You have to look for those Wi-Fi hot spots that say "FREE WiFi!!"

Nope, buy a router for around $20 and setup a WiFi network at home, there is no fee or anything after.

But if you are travelling and in need to access the 'Net from public places like a coffee shop then there is that access fee usually prepaid by the hour.
