Adjective -- used to describe a girl who tends to engage in sexual intercourse and/or other physical acts without discretion or regret.
This a better definition than I could have given but it is what it means to me.

I have known it to mean the mosquitos are out in full force. i.e. "This evening at the lake sure is skeety!"
