Bush probably encouraged the nuclear test, because the thing that he wants most right now is another arms race. I bet he'll have a hard on for the whole week because of it. The nuke test will be the perfect excuse for him to get the USA, and everyone else he can manipulate, into an arms race. The war industry will boom. Mark my words, by early next year, he will be preaching the case for more armaments, a military draft, and the deployment of the US military all over the world.

In 1994, a controversial agreement was indeed reached for the U.S. to provide North Korea with two light-water nuclear reactors in exchange for Pyongyang ending its nuclear weapons program.
This is true.
Current Secretary of Defense Donald Rumsfeld sat on the board of the company (Zurich-based engineering giant ABB) that won a $200 million contract to provide the design and key components for the reactors.
This is also true.

President Bush insisted that China, Russia, Japan, and South Korea take care of it instead. A direct dialogue was already happening under the Clinton administration. Bush ceased that dialogue as soon as he took office.
Look at the "Axis of Evil" that he described in 2002:
1) Iraq -- we all know how THAT'S turning out
2) Iran -- on its way to a nuclear program
3) North Korea -- detonating nuclear weapons tests

Because he is looking for WMD someplace else. North Korea has them and tells the world they have them....but what are we going to do about it.
