Just like many other states, the government is using the money to support illegals.

Prop. 13's not the problem, most counties adjusted to lower property tax revenues years ago.
The problem right now is that the state is still running a deficit -- spending more than they take in every year, and having to borrow to make up for the difference. Rather than raise taxes to make up the deficit, the current administration has cut funding to many programs instead. This has lowered the deficit somewhat, but not eliminated it. Some of the biggest cuts have come in what were supposed to be automatic yearly increases (to account for increased student loads) for educational funding. With the state committing less money to schools, school districts have had to cut back themselves -- and arts and other extra-curricular activities get cut before core educational programs. It's the deficit :)

Too much bureaucracy and overhead. Inefficient utilization in an incredibly diverse and unstable population. Strong reliance on the generousity of the populace that no longer feels the need to subsidize programs when so much moral and intellectual degradation is occuring before their eyes.

With the amount of money being wasted on services for illegals, there is no money left for luxuries like arts.

Illegals cost California over 10 billion a year. Get rid of the illegals, and there would be plenty of money for the arts.

What? Government should not be funding the arts. An artist creates something, if other people think it is good enough or like it they buy it; if not the artist can try again or get a different job.

I thought that was one of the places that had the most funding.

What is "art" by the way? If I crap on a silver platter, and shellac it, will i get some funding? Because I'm full of 'art'.

It is not the government's job to fund every program that people want.

Because Art is a load of BS. Get a real major, like Chemical Engineering.

Why should the government financially support deadbeat artist? They should get a job, if they can't make a living.
