i think dress because more guys would like to see more legs in skirts but in a dress you could tease them

How formal is it? Unless it's close to a prom, better to be dressy but not formal. If the guys are wearing suits, go with the dress, if they're wearing khakis, wear the skirt.

It depends on your body type. You should try on several different types of dresses and determine what type of dress looks best for your body type. If your one of those lucky ones that everything looks good, get what's on sale. Just kidding! Get what's comfortable. You don't want to be pulling and tugging all night. Walk around in it and if it binds or doesn't fell right then...next.
