Well, here's what we know from the problem:

~ 9 students
~ 45 people in all the households for the entire 9 students (average or "mean" of 5 per household tells us this)
~ Largest household = 10 people

You just need to make a graph with each student on the bottom axis (Student A, Student B, ..., Student I), and let your y-axis be the number of people per household.

Put your dot at y=10 above Student A.

Now you have 35 remaining people for the 8 remaining students.

Your homework said you can distribute these any way you want ("make a line plot showing a data set that fits this description"), so just assign any number of people per household to the remaining students just as long as the total adds to 35.
