I myself looked for some maternity clothing at our local Goodwill & Salvation army stores. Nothing was worth wearing, as it was washed several times, pilly, striped, out of style, etc. But, you may have some luck. Call your goodwill and find out when their tag sale is, and get there at first open. Our goodwill is sundays & mondays - a certain color tag is only $1.61 per item. Brand names never go over $9.99. As for Salvation Army, their brand names rarely go over $5. Both stores are worth at least a peek, really.
I like Old Navy - our local store has many items on clearance, as they accept internet returns. But, the variety is very weak as the maternity stores are still being piloted. You can pay top dollar on the website.
The Gap I have found to be very expensive. The tops don't fit well because they tend to be too short, but the jeans are ok.
I like Motherhood & Mimi Maternity. Very in style, normal clothing. I have found everything from comfy casual, to super sexy. We have a local store called Destination Maternity - it's both stores in one. They even have personal shoppers who will gladly help you find your size, or leave you alone if you don't want to be bothered. They have absolutely wonderful clearance. Make sure that you get the right size right away if you buy a clearance item, as clearance ones are not returnable. But, when you only pay $5 for a shirt on sale, it's still worth it.
I don't shop at Target or Walmart - they never have good clearance, Liz Lange's prices are higher than Motherhoods on most cases, and I really don't like the styles. I don't shop at Sears or JC Penny's because I find that their styles are also outdated. And way too striped. I really don't like crewneck shirts with horizontal stripes. The 90's are waaayyy over!
I like Olga, but can never afford it. Even pricey on Ebay.
But, Ebay is still the best bet. If you search for clothes right, you'll get some great deals. I bought a lot of 13 brand new outfits, 4 of them were even maternity suits, and paid 99 cents plus shipping, totaled under $15.00. How I found it, was that I didn't do a search at all, just browsed thru the categories, and the seller spelled maternity wrong. Guess it never caught anyone's searches, so it was an awesome grab bag for me.

Salvation Army and Goodwill stores have good secondhand clothing really cheap. Also if you know anybody who's just had a baby or have any friends who knows of anybody who's had a baby recently you might be able to buy or borrow clothes from them. That's how I got alot of my maternity clothes (my sister gave me her maternity clothes, she just had a baby a year ago.).

H&m, but you have to go to the store.
you cant beat old navy's online maternity section. I bought most of my clothes off there on teh clearance section. Two pair of nice pants will get you through. Shirts are the hard part. You out grow those faster.
Target has decent stuff thats not too expensive, especially if its off the sale rack.
remember to always buy your pre-pregnancy size.
