Acids are H+ donors and Bases are H+ acceptors in chemical processes. Example: HCl gives H+ in the solvent water to become H+ and Cl- and is an acid. This is only one of several definitions of acids and bases but in my opinion the easiest to understand.
Also, acids have a pH below 7 and bases have a pH above 7. The pH means the molar concentration of [H+] ions, 1 pH meaning 1 * 10 ^ -1 moles of [H+] ions per liter and 2 pH meaning 1 * 10 ^ -2 moles per liter. So, each 1 decrease on the pH scale means 10 times more [H+] ions and each 1 increase means 10 times less [H+] ions.

acids are acidic on a PH scale 1-6.9
7 is considered to be neutral
7.1-14 are considered alkalitic or base on this same scale.

The human body's PH is 7.35 - 7.4

Ok i dont know wat level you need so ill go from basic up. An acid would sting to touch whereas a base is soapy. Acids have a pH of <7 and bases have >7. More technically an acid is a proton donor (donates a hydrogen ion) and a base is a proton acceptor. Umm... oh ya a base is an alkali in aqueous solution. To test for difference between an acid and a base you can add 0.1M H2SO4 and observe the temperature change. If it is an acid then the temp will remain somewhat the same, if a base the temperature will increase as it will start to neutralize, which is an exothermic reaction (one that gives out heat)
