This is a difficult question to answer. Some people are naturally flirtatious. The only time she should be reported is if she has done something to breach her teacher-student relationship.
So, before you report her, ask yourself the following:
1. Does she make me feel uneasy?
2. Have her actions offended myself or someone else?
3. Is she showing favoratism through her actions and are they effecting the way she is treating certain students?
It's not good to report someone on the fly because you stand to ruin their reputation. If they have done no harm, do nothing. Always think to yourself - how would you feel if the situation were reversed. She could be completely innocent and you do not want to be responsible for persecuting someone who did not have intention to harm and was being overly friendly.
If, on the other hand, she is breaching the student-teacher relationship by her actions, then she must be reported because such behaviors should not be encouraged
Side note: If you have to report her do the following:
a. Create a journal documenting her actions (time, date, incident, location)
b. Make sure you have students who would corroborate incidences with you.
When you make such allegations about a teacher, be aware that the school will interrogate you and anyone who comes out to testify against the teacher. They are looking for the facts and this may not be the most pleasant experience for you, those involved and the teacher.

I think she should be reported...Can you say, Mary Kay Letourneau?
I had a male HS science teacher that I saw looking at the butt of one of the hotter girls in school - figured it was normal at the time b/c of course he's just a guy. But there could be a problem if there is more body language observed. Watch carefully and get a witness or two, that will lend more credibility to your claim if you choose to report her.

You need to ask yourself if she makes you or others uncomfortable and if the answer is yes,go to your counselor or another adult on campus and share your concerns.
It is not normal behavior even if the teacher has a flirtacious personality, licking lips is not acceptab;le

it's a bit odd, actually a lot. but my constant advice is not to make something of what is not there. conficts are horrible, and so is drama. especially when jobs and careers and reputations are on the line. but don't get me wrong, if she ever crosses the line and makes you feel uncomfortable or threatened, then you should definitely tell someone about it. your safety and comfort in your school environment should never be threatened.
