This is an old rotary dial phone and I would like to get it looking good, the pink under the receiver where it is always covered is nice, but the rest has a darkened "off" color. I have cleaned it well, and I made a small scratch in the discolored area to see if the nice color was still in there, it is. Does anyone know how to get the nice "new" color back?

Hello,
If this phone is for your personal use (and worth $40 - $100 bucks or so on open market) .
This yellow is from age. To get it to look new again I would take it into a restorer, calling around to all the antique places until I found one.
I would not pay to much for this. Being it is for your own personal use and for memory sake though, you might want to put some money into it before it gets more ruined by trying different cleaning agents on it.

I wonder if the product used on car finishes to renew the color would work? You could try it on a small spot and see. It should work because it will take the surface paint off. Just be careful you don't remove too much. Try it on a spot that is not easily seen.

Use auto rubbing compound with a slightly damp cloth. If it works ,then use a silicone auto polish to shine and protect the finish
