Went to start lawn mower and would not start and I could hear a pop. Pulled valve cover and rocker arm just hanging, with adjusting nut all the way down it will not put pressure on push rod. I have not torn it down yet. If I hold the rocker in position, and rotate engine, I can feel the lobe
on the cam. Does this engine have a standard type of lifter? Since I can feel the cam, I thought maybe a bad lifter may be the problem.

did the spring slide off the valve and are you at top dead center when you are trying to adjust. if no and yes it's the lifter

These are flat tappets..... the tappet rides on the cam..., sounds like the threads for the nut that holds the rocker on are stripped (possibly from being loose all along)
