What?! Do they really have a paper with that title?
I searched for it in google Scholar (http://scholar.google.com/) and couldn´t find it. That´s kind of odd, because you can usually find papers and proceedings in google scholar.
I would suggest you go to a big college or university and search in their library´s database. Or you can search for the author´s email and write to them asking for a copy of the paper.
