is it your daugter...or your son...or someone else? If it is your son put nothing but candy in it...and if it is your daugter than like nail polish, and make-up stuff. other than that i dont really know.

Goody Bag:
I would say forget it unless you're willing to spend $10-$20 on each gift bag, pre-teens wont find any of the little toy knick-knacks fun.
Sleep-over bag:
Pajamas, Toothbrush, Clothes for next day, phone numbers where you can be reached (if you wont be at home)

I only know about girls. some candy (like sour punch straws or skittles). flavored lip gloss. very inexpensive girly jewelery. hair accessories. yo-yo. silly putty. stick on earrings. bubble liquid and wand. little stuffed toys. cool gel pens. cool note pads to go with gel pens. cool funny socks.
