the higher end hotels will not use bleach - they are not supposed too - not will you find clorox type scrubbing agents. most use very hot water, soap and sanitizer from a company such as ecolab and an ionizer dryer. these sanitizer type ionizer dryers also cause them to often be a little more lfuffy - however the sheets are often commented upon as scartchy!

Commercial detergent in hot water. Good quality washer. Oxalic acid for rust stains. Peroxide on blood stains. Dried in an ionizing dryer. Most hotel towels are white for that reason. Easier to keep clean.
Public bathrooms in Europe often have ionizing lights in the stalls to destroy bacteria.
