i think it makes little sense, because of many reasons. Just to name a few: if the girl conceives while intoxicated, or if an elderly woman conceives, her child is likely to be retarded. You cannot see to all that.
You have a thing about the tax money. Did you know that only 17% of the tax money is used to help to those in need?

My husband of 22 years and I agree that there should be some qualifying criteria. But whose criteria would be the question.
We are both good parents in our own right but have vastly different parenting styles. I don't think his techniques are "wrong" just not the same that I would or do use.
I think we would both pass any qualifying test. We have successfully raised two wonderful daughters and have two more children who are well on their way to adult hood in varying degrees of success. Passing the test would depend greatly on who designed the test.

I can see the good and bad of this because the good part is that there won't be overpopulation and not as much poverty... the bad part is the world would be very boring.
It seems that the most brilliant people come from the weirdest background so yeah, the world would be bad...

Yes, I believe all women and men, should take courses in child rearing and how to be a parent.....but first of all they should know how to restrain in getting pregnant in the first place.

I would totally agree with this. I believe this could get rid of a lot of unwanted births and all of the stupid parents out there. We could kill a couple of birds with one stone!
