1.) Northerners did not want the western territories to become wholly slave states. Southerners did not want the western territories to become wholly non-slave states.

2.) In 1820, there was an even balance in the Senate between slave states and non-slave states, to counteract the majority that the North had in the House. While both sides would have preferred a clear advantage, the most obvious compromise would protect the status quo of an even balance.

3.) The final issue, is whether Congress would have the right to impose conditions on a new state that does not exist for existing states.
