You'll have to use the substitution method. For both problems, find out what x equals with one of the two provided equations. (get x on one side by itself)
Next, plug in this value for x. (example, if you know that x+y=20, and you also know from the other equation that x=y+3, then you'd plug in the second equation for x into the first, getting (y+3)+y=20, simplified to be 2y+3=20, simplified further to get that y= 17/2, or 8.5

Hint: For the first equation in the first system, multiply each side by -2, and do nothing to the second system
-2x + 8y = -4
2x - 8y = 5
Add the left side of each equation together, and the right side of each equation together:
(2x - 2x) + (8y - 8y) = -4 + 5
What does this tell you?
For the second system, add the left side of the equations together, and the right sides of the equations together, as we did for the first system. Any answer pop out?
