well if they do that, there are reasons for it. First of all many buildings have historic value. Second, it already has canalization system and all the foundations. To build a new city might be more expensive right now.
But there is sense in what you say. This is clearly a bad place for such a big city. It will be flooded again and again and again.

Medic, I live about an hour and half away from New Orleans. I have only been down there twice since the storm. Yes, they are below sea level, and yes it may happen again, I am going to give you something else to think about...if they don't rebuild for these poorer families, then where are they going to go....New Orleans has stood through a lot of hurricanes, the biggest damages where done by the levees breaking, so if the money was spent to rebuild the levees and built them right; this should not happen again.
We had a tree come into our home, I have a small business, between the house and the business, I had over $150,000 worth of damage. My insurance companies gave me $84,000. The rest of my loses that were paid by the insurance companies, I losted. Have I asked anybody to pay for them, no. We know we have the possibilities of these storms, we live here by choice. We pay out the butt for our insurance, but I write the checks every month. I do without other things to pay it, my choice again.
The government has came here and done a awesome job, they were hit by a killer storm. They have helped us recover, and I think they deserve praise not complaints. People down here can not expect the government to come in after every storm and bail them out. It's not fair. It's not fair for the rest of the country to pay for these damages, and then for people to gripe and complain that they didn't get enough from FEMA is crazy. I do without to pay my insurance, and do you know it's almost would have been better if I didn't have my own insurance. I would proably gotten the whole $150,000 from the government that I lost. Now, there are some families that couldn't afford insurance at all, and I am not talking about them. I am talking about the ones in similar shape that I am in. I know one family, that didn't have a pot to piss in before the storm, has a nice double wide trailor, they have been given money from FEMA several times, Red Cross, and several other organizations. I am happy for them, but doesn't it seem unfair. I sound so mean, and jealous.
I admit I am jealous, I know this family personally, they could have done without the cellphones, cable, the fancy new truck, motorcycle, 4 wheelers, just Iike I did to pay for some insurance. But, I choose to be a responsible adult, and what did it get me. I am very blessed, and I thank God everyday for what I did get, but
isn't funny that our government is handing out money to people who are irresponsible. I don't think they should be bailed out again, one time is enough, if we have another cat 5, one home per lifetime...get some insurance, and suffer your losses with the rest of us responsible people.
I didn't mean to get on my soap box, but I wanted you to give you another way of thinking about rebuilding New Orleans...do you need some new neighbors? If they have no other place to go, rebuild the levees, and grab the hammer and nails...unless very state is going to pitch in and that these families...So, what other thing can they do....let them freeze, and be homeless...or do we try again to make the systems in place better. I vote to rebuild, and make sure the levees are up to code....

Sure perhaps it was poor urban planning - but not the fault of the everyday citizens. New Orleans is a very old city with a rich cultural heritage - it should be rebuilt - just as we have rebuilt other things that have been destroyed.

Not only is the city historically worth saving, it is vital to much of our nation as a port of trade. I think there are some pretty important reasons to rebuild, even with the risks.

its crazy but i rather them get there criminal minded voodoo spell castingassses out of Houston TX.. they made our crime go up they just murdering ppl from there state that ran off to other cities in the USA with the drug money etc.... i mean there some nice ones but the other ones are evil and crime ridden and jealous hearted no job having crooks whom steal from the system by having baby after baby .. i worked in retail and want pissed me off about them ppl is that they getting a welfare card from Louisiana and then Texas gave them one and they just eating goodass groceries spendin the fema credit card on nonsense stuff at strip clubs and etc. i am very sick of them and i want them to go back to new orleans so they can steal from there own ppl.i am sure that everybodies murder rate has increased in their state more than it was before those refugees got in your state. they are refugee's a bunch of crooks and drugheads and the ones whom are decent need to stand up and tell them fools to stop ruining the good blessings that each city has given them to live in there city. because we have poorer ppl in texas whom were on the list for assistance and they got bumped farther down the list to give them welfare refugees housing and welfare.. oh and car dealerships didn't wnat to sell regular texans cars unless they were refugees from the N.O. ?? whats really going on its beena year later and they still want freeshit.. them lazy no goodmutherfuckers need to GET THE HELL OUT NOW!!!!!!!!!!!!!!!!!!!1

Yeah its true. Over here in Houston crime ratings have gone up. I think they should rebuild so they can stay where they can do all they want and act as they were in that town.
