For splits, you just have to have patience and consistency. As of how soon can you get them - depends on the person, also depends on your age. If you're younger than 20 - you are pretty young and it should go pretty fast. Depending on how flexible you are - it is from one month to 3 months on avearge.
For cartwheels and hand stands, you need 2 things. One is you need to learn to keep your body straight. That's important for both carwheel and handstand. Handstand is a little harder because you need to train your hands to keep yourself in balance. It is the best if you can take a gymnastics class for that.

I've been dancing for a really long long time. One year I had to learn the splits for recital. The best way to get there is to scoot your butt up against the wall and put your legs on the wall, Let your legs fall apart from gravety and do this until you can't streatch any more. Do this as much as possible and you'll be doing the splits in no time. Also if you can do a jazz split, do those and get use to the feeling. a jazz split is where your front leg is like a normal split and your behind leg is slightly bent but still being streatched. You probably have a domonate side. One leg may do the splits before the other, do not force the other one. It will come with practice. Make sure you are streatching because if you force anything and don't streatch you may really hurt your self.
For a cart wheel if you are doing a right one remember to go right left right left. Put your right hand down first then your left, then to land make sure you put your right foot down then your left. Remember that sequence and it should help. right left right left, OR left right left right.

Everyday go down and do your splits. Slowly, each day tey to go lower and eventually get down to the floor. As for cartwheels you can stand head up against a wall and have someone hold you or get a mat and have slowly go with you step by step holding you.

I'm not sure how soon you could do it, but I know it wouldn't be too long.
My sophomore year, I was not flexible at all, but I stretched everyday for about a month maybe, and now I can put my leg almost perfectly straight up.
If it took me a month to do that, and maybe only stretching for 10-15 minutes a day, it shouldn't take too long to do the splits.

i think that just because you strech you can do a split, but if you do try hard enough, maybe you can, and you probably have a higher chance of learning to do the handstand faster than doing the splits, take lessons.

well i have a suggestion buuuuut idk if u should try it i did it before but i can already do my splits
well u can get something that is like a few inches above the ground and put it on the floor and put one foot on it and slide down into the splits (the farthest u can) then hold it there for like 1 min and slowly close your legs
after try to do the splits without the thing that is a few inches above the ground it should be a bit better
