Alexander Hamilton laments the inaction of the government to enforce the law put forth by the Articles of Confederation. Review the articles. List at least three issues or problems you see that you back up Hamilton's view.

states refused to pay taxes
all the states had to agree on something before something could take place
states refused to support the army
farmers were put in jail for non-payment of debt but many of those farmers were soldiers in the Revolutionary War and were never paid (Shay's Rebellion)
every state had its own form of currency and New York money was only good in New York, etc.

Why don't you try reading the Articles of Confederation for yourself to determine what it says for yourself? Any good history text on the subject of American history, at least one designed for upper grade levels, will have a fair summary of the shortcomings of the document. I will give you a fair hint at the underlying problem- although the Articles were an attempt to form a united government system, it had no teeth and was not binding on the individual colonies. Now go read it for yourself and do your own homework. Most people here are not going to even know what you are talking about, and those of us who do are not interested in doing your work for you.
