yes they can.
You will need to sand then and apply a sealer/primer then buy what ever color paint you want, apply it and allow it to dry then apply a couple of coats of a high gloss Polyurethane ( if you want it to be really glossy) sanding between coats and using a tack cloth to remover excess dust.
I have see countertops done this way and they are gorgeous! especially the black ones or the ones done with the granite spray.

I don't recommend it. The paint probably wouldn't stick very well at all. I'd recommend just replacing the entire countertop. Another option would be to glue new formica over the old formica as long as the old formica is adhering well to the wood.

My friend hated her formica counter tops so she bought some sticky shelf paper in a pattern she liked and matched her kitchen. It looked really good even if it took her a lot of time. It wasn't perfect though because as time passed some areas got worn and some areas lost their tack but the neat thing was -- she could fix just those areas, replace it all or simply take it off with some Goo-Gone to get get the stubborn tack off.

Yes.. they can...
You can paint almost anything....
A good clean up, a good sand (just take off the gloss) and a hit with a super etch primer is a good start... then I would recomend a 2pak polyurathane for wear given they are a countertop. They are available in industrial coatings and can be brushed, rolled or sprayed and usually have very good gloss off the brush.

yes, but eventually they will look bad again from scratches. best to remove, resurface, or replace. If you do decide to paint, need to clean oils off formica with rubbing alcohol or ethanol; prime, then paint.

outdated how? go to a shop that builds them and look at their choice of colors, I'll bet you find yours. Take a look at changing the walls or light fixture.

No it would be AWFUL. First you would have to sand and by then you will be down to the bottom. EASIER to strip and replace if you ask me
