Yes, it is the Bureau of Weights and Measures. They check the pumps to make sure they distribute a correct amount of fuel. They use to just pump 10 gal. and make sure that it is correct, but one station set their pumps to only distribute 10 gal. correctly and less fuel for every other amount. So the test is no longer standard amounts.
