Like if i use for example some painting by Claude Monet in my website?

well, if the artist is dead long ago, there will be a problem geting the permission!

a) be careful what you use. Many classical painters (those dead for 50 years or more) are probably in the public domain, but reproductions in books or catalogues or poscards and posters or "virtual expositions" may very well be copyrighted by the maker.

b) If you use all or part of an existing work as part of a new work, 'like making a collage of bits from many works, or using a painting as a texture for certain backgrounds) may be allowable, but reproduction with no significant work on your part might not be seen with favor, especially as part of your portfolio... and when you say "significant", remember that Dali's and Duchamp's moustachioing of the Mona Lisa would probably no hold water nowadays.

If the art is over 100 years old then no problem. You can paint a Monet replica, sign it "by Claude" and sell it, as long as you inform the people you are selling it to that you painted it, and not Monet.

So, yes, feel free to use all the classics, but don't defraud anyone.

I don't know if this really answers your question, but I like to paint and I copy paintings for my own use in my own home. My art teacher says that you can copy a painting as long as your's is 20% different from the original.

No, and it's not a good practice even if it were "legal".
Do your own work, it's worth the extra effort, and you can always borrow another artist's style. If you aren't making money there wouldn't be collectible damages, but don't you want to use these projects for your portfolio?

If it's done in your own unique style than I can't see a problem. If the original artist is still alive then I would contact that artist first.
